Eldon of Milthorn is The Lich formerly operating out of what is now the even more Drowned Wizard's Tower. They are rumoured to have lost their spell book.
They have some sort of dealings with The Necromancer of Naurardhon. He is also the master and reanimator of Garrow.
The Lich was the one who burned the Wizard's Guild and destroyed their libraries.
